Statement of changes CP 1373 was laid on 5 August 2025. It adds a new scheme to the Immigration Rules, the UK/European Applicant Transfer Scheme. It does not change the Skilled Worker route, Appendix Skilled Occupations, the Immigration Salary List or the Temporary Shortage List. It starts when a UK-France treaty enters into force.
What’s changing
CP 1373 makes two changes:
- It adds a new Appendix UK/European Applicant Transfer Scheme. The new appendix goes after Appendix Afghan Relocation and Assistance Policy (ARAP). It covers void applications, validity, suitability, eligibility, decisions, cancellation, period and conditions, and the travel document.
- It changes Part 9, paragraph 9.1.2. The new appendix is added to the list of appendices that Part 9 applies to.
Who it affects
The changes affect people who apply under the new scheme. The scheme is explained below.
They do not affect work visas. The statement does not change any work route. It does not mention Skilled Worker, SOC codes, salary thresholds, going rates, the Immigration Salary List, the Temporary Shortage List, sponsor licences or English language. For changes to those, see all rule changes.
The only mention of work is in UEATS 7.2. Entry clearance under the new scheme comes with these conditions:
- no access to public funds
- no work
- no study
When it starts
The changes start on the date the Treaty between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the French Republic concerning the prevention of dangerous journeys enters into force. (Implementation section: paragraph 9.1 and APP UEATS1)
The explanatory memorandum says the changes start on the date the treaty is ratified. Neither document gives a calendar date.
Changes to the Immigration Rules normally start no earlier than 21 days after they are laid in Parliament. The explanatory memorandum says this change departs from that convention.
What is the UK/European Applicant Transfer Scheme?
The explanatory memorandum describes the scheme as a temporary pilot. The Secretary of State will move a limited number of people from France to the UK. The number moved will match the number of people removed from the UK under the pilot arrangement.
The new appendix sets these rules:
| Feature | Rule |
|---|---|
| Application stages | Two stages. First an Expression of Interest application. Then an entry clearance application, made by the Home Office on the applicant’s behalf |
| Location | The applicant must be in France when they send the Expression of Interest (UEATS 2.2) |
| Age | 18 or over, unless applying as part of a family group with a parent aged 18 or over (UEATS 2.3(a)) |
| Excluded applicants | EEA nationals, and people with free movement rights as a family member of an EEA national (UEATS 2.3(b)) |
| Period of entry clearance | Up to three months (UEATS 7.1) |
| Application windows | The Secretary of State decides them. Expressions of Interest sent outside a window are rejected |
| Travel document | Given to a person granted permission under the scheme (UEATS 8.1) |
